    a lot of things can arise in a corporate environment. At the time a buy back may have been a viable option however there is never a compulsion to execute a buyback in totality if you choose not to.

    Who knows, since they worked on the buyback an acquisition opportunity may have arisen or be looming on the horizon. A major holder may have had a spit and suggested the money be used in a different fashion or dividends increased as it suited them better. Maybe they decided to negate debt. I have long said I have two balls and neither of them are crystal.

    Or it could have all turned to poop and they are going to buy them back cheaper from weak hands.

    The point being a buyback is not compulsory, it is proposed in lieu of alternate capital management options.
