Not necessarily, Scott. If I only held a few shares, but applied for the max, I am likely to get the minimum 151 shares. With such a high participation rate, that's highly likely to happen for any more recent investors (assuming they have smaller holdings than the older ones!) Also, if you subscribed for less than that the minimum, you will get 100% of what you subscribed for.
At least it's 3x the amount - better than 50 shares!
