You're right - this calculation doesn't work.
Your placement is scaled back depending on how much you hold relative to the cut-off they mentioned.
We know that the top 1% of those applied got the full amount. Given 0.7% of holders (47) own 100,000 shares or more, I would suggest the 'cut-off' would be around 70,000 shares or so at a guess.
From there, it'd be a proportion of your shares relative to that amount. If you had 35,000 shares, I'm guessing you get 50% of the allowable maximum. Something like that.
