I think it works like this:
If, for example, you own 5,000 shares then this holding constitutes 0.0031111% of shares on issue (160,714,369 as per the figures provided by jb206 above). This is your pro-rata rate. As a proportion of new shares being issued (15,000,000) you're entitled to, pro-rata, a maximum of 467. If you applied for $2,000 (302 new shares) you will get 302 new shares. If you applied for $30,000 (4528 new shares) you will get your pro-rata maximum entitlement of 467 new shares.
