I think @88aaj covered the post finance repayments part best. Perhaps it also applies in the same way to early procurement - maybe all we need is to place a deposit on critical path/longest build items from Wednesday onwards to get them started. I've posted before that the extra time in this engineering phase might also negate any build blowouts/perhaps compress the timeline, as the items are further progressed on the drawing board.
Of course we've got GM funds available to start tearing off chequebook stubs...
