WHC has always struggled to attract good management even when labour was readily available. The market is extremely tight right now and you need to pay good money to get good people. I found WHC offered ok money but not enough to live in Narrabri or Gunnedah and travel. Can get the same money and live in Mudgee which is much nicer town for families or even Newcastle or go to QLD and get paid accordingly to work in remote area.
The coal industry attracts a "boys club" management and as a result you often get the wrong people in positions they shouldn't be doing purely because of their personal relationships. Glencore is bad for this
