the quarterly report talks about the rigs under the section "Status of near term exploration/appraisal/development program(Q1-Q2 2010)"
Sounds like they got tired of the downtime, stuck drill strings and lost time with rig moves last year. Pan orient found alternate contractor with good history and better rig. They have programmed three wells per month (same as two rigs previously) and with shorter rig moves. Anticipated savings are 25%. The new rig is currently drilling NSE-G3. After this well another 5 are planned for feb & march. Bo-Rang, L44-W, NSE-F1, Na Sanun West and L44R. All these are in the L44/43 permit. Site construction complete for two, Ongoing for 2 and in progress for 1. So that is 6 wells in Feb & March. We won't have long to see if the new rig will live up to expectations.
