I wonder whether HC may be deliberately withholding the granting of the cultivation license to Cannifarms.

Perhaps something political or untoward is going on between HC and RGI/Cannifarms.

Otherwise this timeframe is totally unacceptable and shows how government agencies can ruin private business with their inaction, and possible incompetence.
