Yeah had seen this had it in my mind as a regional Albion plant to receive not just Cuban JV Cencentrate but others from the region too, and although 1 year ago now the de-commissioned plant is still there in storage with no settlement reached (as yet)

Of course DR would prefer this as it provides no / less cash settlement and also provides some level of local employment too.

I guess it could depend on the commercial swettners such as tax concessions etc etc, which no doubt are / have been discussed during Arbitration efforts to date.

My logistic mindset says that an AAU owned and run plant should be as close as possible to the sources of concentrate that are to be generated from the Cuban JVs so those JV costs are kept down too.
