"Where is the Top 40 published?"

It is not published by EVN. However, ...

Anyone has a right to request a copy of a Company's share register. A Company must provide a copy of the register to you within seven days of you requesting the copy.

The inspection fee is set out in Sch 4 of the Corporations Regulations 2001.

Normally, it will cost you around $50 per request.

Make sure you request production of the register in an electronic spreadsheet format, which has the benefit of being searchable. You can then sort it in descending order, to determine the Top 40 holders.
