My understanding was A2 had allocated the FDA 1 million tins to the USA up to the Nov 22 cutoff period and a request for a permanent import license thereafter which they could then ramp up production.
I think what has happened is that the FDA has become aware that other approved importers have been too ambitious with their targets to the FDA and they may have to send out a new notice to reduce the expected quantities again. ( without naming any brands but quite obvious when you look at their promise) and the FDA is in crisis control right now. I suspect we will hear more about this later this week.
