This looks to me like the icing on the cake. It supports the class leading methodology and expertise of DEL in what is a relatively small niche in Australias renewable energy projects and gives them recognition at another level.The quote from the announcement seems to indicate to me that the grant is for additional engineering to improve the output. They also decribe it as "pioneering". This is really a bouyant announcement IMO.
