That's a bit of a diversion innit. The topic at hand is record keeping in meetings. And I'll throw my 2c in: I'm in private sector construction, and there's not a meeting that takes place without minutes, no matter how trivial the topic.
If I was in a meeting about, say, alleged breaches of the Corporation Act, I would think that taking minutes would be quite important.
