No one said that they moved the assets overseas illegally. @Senseightynine correctly pointed out that the assets were moved out of the reach of the Australian legal system.
For all intents and purposes, the assets were moved overseas. I believe that they even sold some parts of the business between related (overseas) entities, but I could be wrong about that. You seem to want to argue semantics though, so "ISX didn't move assets overseas". Technically, by demerging ISXFEU, they moved ISX's asset of "shares in ISXFEU" to overseas shareholders, as JK has taken to declaring himself a foreign resident.
