    Remember it's all about image. If the SPP is very heavily over-subscribed, and the highest figure possible they put on the announcement when the SPP closes, looks much better to the market. CC knows he wants a product that is in demand by the shareholders. I could be totally wrong of course but let's not forget this angle.
