What I do recall was when Tellus had their EIS in they applied to change the conditions.
Notification of the change was on 8 May 2019, further information requested by the NTEPA on 20 May 2019 (12 days), Tellus responded on 16 December 2019 (7 months), 25 June 2020 (6 months) Paul Vogel responded.
So if precedent is anything to go by, amending the minesite EIS to accommodate the Refinery would mean additional time.

Jon Fisher who is TNG CFO worked for Tellus during this time & this would have been a high priority item for them considering the nature of their business, just as the EIS is for TNG.
