As pointed out, while the tech is more or less mature, the problem is refueling infrastructure. But there is a big difference between heavy vehicles that begin and end their days at a depot where many vehicles can be refueled and consumer vehicles that are based all over the place. In the latter situation, infrastructure needs to be more or less all over the place, like petrol stations. In the former, because the vehicles conglomerate at a depot, a refueling station is only needed at or near the depot.

I wonder why this depot is at the docks though... I mean I would have thought the ideal location would be the depot itself.

Offtake is signing a purchase contract that the local council buses will ONLY refuel with Lion etc. This provides certainty to purchase. So they would be commercial supply agreements with various entities so we know the hydrogen WILL be sold. Unlike a normal servo where they will only sell IF someone rocks up to pack fuel etc.
