I don't know what all this discussion about the timeline is about.
I audit a lot of companies. In many cases, projects to build new or expand existing production lines take longer than originally planned. Even if the company can carry out all the work itself and is not reliant on external contractors, something always comes up.
The difference is, of course, that WKT (has to) communicate publicly. Internal communication within the company to top management is usually rosy in terms of costs, potential savings and time requirements. However, this is not deliberate misdirection, but the result of the pressure to perform that prevails at all levels of management.
And relating to commissioning: 2 weeks ago I was able to observe that the mere relocation of a functioning production line from one hall to another took an additional ~6 weeks until everything was running as before.
