You're back of an envelope calculations are problematic. The majority of costs are associated with fixed costs, ie interest charges, insurances, power, labour etcetera. If the plant is producing 30 bags per 24 hours instead of 110, then the cost per tonne can be approximated by $400 x 110/30 = $1,466 per tonne of concentrate. Obviously that is NOT profitable.
