The previous announcement did not include ether an intended or required date, nor any indication of what equipment is required or the anticipated lead times.Updating technical documentation might only take a couple of months but installation of monitoring equipment that you don't currently own could conceivably take a year. The permit was issued with ongoing work required, not denied until the works were completed, so I guess they are not urgent during commissioning.

It's not clear from that statement whether the additional monitoring relates to runoff water quality or to heap slump and risk of catastrophic failure of a pile of sludge that hasn't been built yet. I haven't looked for the government's permit conditions, have you?
