• An export permit is required for each consignment at the point that the container is sealed.

So it's not "No export permit - oh dear - no sales and no revenue" it's "this container is open and hasn't been inspected to confirm that what is in the container matches what is on the consignment note".

"The Permit is issued to export a specified Mineral consignment and expires once that consignment has left Tanzania."
