The TSF wall clearly has a new layer on top. Since this material is drawn from the overburden and other waste rock, I guess it's open to interpretation whether removing and hauling away that material is called "mining", "quarrying" or "excavation". It's removing stuff that doesn't yield graphite to make ti easier to access stuff which does. There are mining contractors who continue to be usefully employed, and they keep as much ore as required by the processing plant.
It's not clear from the photo where the actual process tailings have ended up or how they get from the plant to the TSF.
