I don't think ASX will allow CIMIC to delist in my opinion.  Here is an ASX article and the last portion of section 2.1 of the ASX listing rules says that it is unacceptable for an entity to deny minority shareholders a market for their securities in order to coerce them into accepting an offer from a controlling shareholder to buy out their securities.
