There is no limit on % of inferred material inclusion in a scoping study (in fact scoping studies in general have relatively few fixed guideline and you see a wild amount of different approaches to estimating for these purposes across the broader industry), that's why there is a requirement for the significant amount of disclaimer etc required at the front of those announcements. similarly I'm not aware of a limit for inclusion in a PFS or FS, that said that material can't be included in any material volume as a basis for justifying a reserve (and these days it is entirely cut out of anything used to justify a reserve) which means the project must have positive cashflow without it in order to declare a reserve but that can't be done on a scoping study.
