You are correct. The thought processes of these guys seems to be non-directional, and erratic.
Instead of concentrating on the one item and doing it well, they are out there buying and selling and doing JV's and deal making and everything else - which tells you that they have trouble concentrating on the main game, and are easily distracted. This is a red flag for me when assessing the potential logical and common sense decision making of a board.
Your "higgly piggly" terminology I equate to unstable and erratic thinking processes, with an inability to focus and concentrate on one main thought - kind of like Alzheimers.
They need to settle, to calm down, to stop changing plans, to follow a well co-ordinated set of goals, rather than this scatter-gun approach.
