No the reason Harper left was because of Dixon v Sproule. It was the new board that stated the old plan was not doable after the resignations. yet apart from saying that there are flaws they have never actually stated what the issues are. Could just be pure differences of opinion, approaches and politics at play. Sproule was never given a chance to see it through and I very much doubt we will know why he was forced to resign. Harper simply tried to exercise some authority and was shot by Dixon and his cronies.
