I don't think any deal is coming before full enrollment, that in itself is derisking and a partner wont have to wait long for this to then give certainty on the next read out. It's nice they bold green the word ''before'' but they still arent saying before, they're saying anticipated. A sceptic could equally bold ''anticipated'' in red colour. The meaning of the words are the same just colour coded differently to imply emphasis, yet with no accountability but to shake up the market, fair enough, it's worked well so far. I reckon they'll withhold the US or China until after results to extract best value. There's still Japan though, that could fill the time gap and excite like the middle east.
