You should read the announcement a second time stikman - there is currently an acting General Manager-Operations in a transitional period while they recruit suitable qualified operational executives - I guess they didn't ask the incumbents to re-apply - and the cost of all those retrenchments might explain why the last quarters administration cost was over 50% of the full years figures. It might not though - that last bit is pure speculation.
