It all comes down to accountability. The person at the top who can sign off usually doesn't understand the gains and the positives they just don't want to be the one who is known for the potentially failures. Australia is now run by shinny bums and bean counters with no balls.
Three levels of Gov and too many studies that cost the amount that it would have to go ahead with something to at least try it. Hmmm I'm not jaded. GLTA
