Yes there are some very important English words there that contain vital qualifications. Words such as "potentially" which implies no guarantee only a vague possibility (based on nearolgy) and that critical word "may". All indicating a hypothetical situation until actually proven. VIC always seems to have a difficulty getting past the hypothetical and into the real world.
