This is the guy that from my understanding contributed a lot to making MESMER, yet he's not entitled to the same big pay-outs (options and shares) as the directors are, who if past year's performance is a guide, have not achieved much, and only shifted half a dozen units of their core product.
Their performance options, were valued at a few million dollars, and all they had to achieve their ridiculous target was sell a single MESMER unit, worth LESS than their performance pay-out. Thankfully a lot of these were cancelled or post-poned (probably when big investors took note how ridiculous it was).
Meanwhile, Steve was given patent royalties, that so far look to have not paid much, so I imagine this is a move to get him to stay on-board, and soon they'll offer him a performance package as a director, so he'll get the financial compensation he probably feels entitled to.
