The only reason they have announced this is because they have probably had some calls from T20 and someone has pointed out the general sentiment of the bod not participating as usual.
If it was their intention to participate from the start then they would have announced it straight away, not days later in a separate announcement.
JW may say he doesn't read HC but you can be sure he would roughly know the general sentiment on here from others letting him know.
This announcement has come from worry and desperation.
