    WTR might want to send a rights issue pack with that Bidder's Statement, they've got absolutely no money and they could save on postage. Or maybe they are doing a deal with their new large holder and he can get a wadful of shares for next to nothing.

    Base won't be back, Toliara isn't the only project in Africa.
