I think you are probably right. The question is at what price the board will try and buy back the A Class shares at?

I suspect that buying back the A Class at a realistic price will throw the business into some debt and the likelihood of a dividend for ordinaries will deminish.

I also suspect that the board doesn't want the ordinary share price to rise as the bgger game I suspect is to take out the ordinaries at a low price as well and then flip the business as they have doen with RP Data.
