Liked your post, only thing I disagree with is Australia being a low risk.
Government departments are going nuts with interference, its not uncommon to resubmit a proposal over and over because of the latest paperwork whim.
WA has a 30 day approval target which has completely blown out.
There is lead agency for each application or proposal, then the others get involved and blown time frames out with completely arbitrary crap.
Things that should take weeks take years, and there all so wrapped up in self importance you are basically stuffed if you push back.

If it has anything to do with government approvals Australia is a horrific place to do business, (horrific).
