    If PO says something along the lines of "we have capital to progress the business plan", then announces a fully underwritten CR, then there is no problem as he is correct.

    If he said, "we have no plans for a CR", then announces one, that is misleading. In other words, the exact words he used to Gyro would be the most important. Not what Gyro thought he said or his interpretation. The EXACT words are the most important.
