A similar scenario, but on a much smaller scale, happened in the early 70s with Qantas, it had been outsourcing its maintenance for years and then they realised they lost all the skilled knowledge and manpower to do it themselves, so they had a massive drive to recruit hundreds of apprentices and engineers to try and regain what they had let slip away.
