ICC will be useful as a tool for private businesses we do not wish to negotiate with. I.e Zijin will not be involved so we use ICC to f* them off asap. Same goes with Dathomir who are clearly respecting ICC as per Ann.
ICSID very sticky and has major imf and future investment implications, given duration it provides ample time for avz to negotiate with the only partner that matters being the DRC. Failure to adhere to ICSID will affect DRC in a myriad of ways long after Felix is gone and hence the best tool to leverage a sovereign nation. Might not work of course but much more robust tool then ICC.
