I think it works 2 fold. there may be the ability to get the fees from the World Bank that have been allocated to the DRC? be interested to see. I dare say this would be a bit late for us financially though.
I also hope it's used as a carrot to get a deal done. we wipe these fines if we get an ML, and we sell the project to a partner that we both agree on at an agreed price.
