The WHT isnt lost. as just-in said, when you lodge your 2023 tax return you will get it back as a refundable tax credit. Think of it as forced savings.
ultimately not a bad outcome as the dividend is unfranked. So you will likely need to pay tax on it when you losge your 2023 tax return, you already have don't that.
