I can't understand why they would raise capital if they are going to pay a dividend that is only partially franked. It makes sense to raise capital so that the franking credits could be distributed to shareholders, but why distribute the unfranked component? The cost of raising capital could have been at least partially avoided and potential tax liabilities for shareholders reduced.
