Income investor here - in my 8 year experience, most (but not all) dividend announcements are market sensitive. I never had a look at the official ASX requirement about this type of announcement, but my guess is that it has to do with the reduction of capital and potentially franking credits from the cash; hence, market sensitive.
I have noticed that companies that tend to not flag dividend announcement as market sensitive are the ones that release the announcement along with another market sensitive announcement, like their annual report or results presentation.
