capitalisation rate is dependent on the market and is different across different commercial sectors
book value is also determined by the market and independent valuation
it is not something the board can decide on and adjust
you are correct tho in saying when interest increase, the value will decrease as the capitalisation rate increases in line with interest rate movement and also risk appetites
