I'll go with the science - a reduction in the sub polar vortex due to climate change.
In layman's terms, thats a slowing of the winds around the poles that acted as a barrier to contain the cold polar air. This slowing is allowing pockets of cold air to escape and travel south. The worrying part is what replaces the loss of cold air, and will we see an increased rate of warming of the poles - we already know what that means.
The atmosphere is far too large of a mass to be influenced by mechanical / chemical means in a short timeframe.
