The 14c is for half year, but was 12c in the last half year for total of 26c. I believe longer term it will be closer to the historic average of around 27c per year, and hope that with the building boom stabilizing it could be more in some years.
As for the 40c, look at the price graph, it added 40c over the month prior to going ex, then dropped back on the day it went ex. It's not the dropping back that is unusual, it is the rising up.
