If I might slightly correct you - the India govnt is currently conducting almost 1m tests per day (range of PCR and AB kit types). The test rate is still too low (as many news articles + medical journals in India already have published) compared to the its pop size.
Whether herd immunity, reducing hospital burdens or just showing to be doing something to hold the tide..one can interpret it how one likes...the India govnt also has release stimulus packages (recently a 200m aimed for famers etc), setup enormous warehouse scale tests sites + hospitals across the country etc.
In terms of tests, there is already discussion in the India medical + govnt community about scaling up test types, speed & logistics further (to reach 10m tests per day) to get a better idea of what is the true scale across cities, towns and villages)
It might certainly seem like the govt is not doing much for an over-populated nation..and it is tough in their environment for sure....but all of the above already is costing its economy billions in spending..so they are doing something..
