That is correct. If a business is running out of cash there is absolutely no need for a partner to rush a deal through. Unfortunately they hold the majority of power in this situation.
IF and I mean IF a partnership deal was in discussion, DXB may have called their bluff and gone down the route of a CR rather than bending to demands.
All guesswork from me however, there is no doubt a partner is needed to rescue share holder value from here.
