i too think you're over reading it.
i haven't read it as buffalo is delayed.
i think it's more a victim of circumstance... STO are trigger happy on dorado while buffalo is still waiting on treaty/PSC finalisation to lead to possible farm-out or next well.
BUT... Dorado is looking like it will be in play again before buffalo... it would be prudent for CVN to keep pace with STO on this...
and if capital allocation means we divert funds there... then so be it... but from what others have posted here it sounds like we can comfortably afford a couple of dorado appraisals and to start buffalo development...
