Not CEO, it is the chairman. The 3 CEO's are responsible for the science only, Hopper makes the financial decisions. That's the way he runs his companies, the board directors are just there to agree and to sign if required.
It can work well this way but when one side stuffs things up and the other can't intervene. Reminds me of so many episodes of Aircrash Investigation where the captain crashed the plane because the others didn't dare to speak up.
