To me this is a missed opportunity for PLS to diversify outside of China.
Given there were 70 parties interested in the JV, this is a disappointing outcome for me. It still has the potential to add great value to the company - but given the value of geographic diversification and the incentives on offer for downstream refining in some countries (e.g. Japan), I can't wrap my heads around this decision by PLS (unless the JV terms of other key participants weren't as favourable)..
To me this is a missed opportunity for PLS to diversify outside...
